The health policy is referred to be a set of plans, actions and decisions that are supposed to be undertaken in order to achieve a specific goal aimed at improving the health care services in a given society (WHO, 2011). The improvement of the health care plan will be aimed at setting the future targets and reference point for solving the short and long term problems. There are several factors that have been distracting the implementation of the new health policies in the society. These factors that slow down the speed and the process of the implementation of a health policy in a given section of the society; they include the intervention from the external body which will to some point influence the pace or the viability of any given health preposition in a society (Boufford, & Lee, 2001). Some factors that destruct the implementation of these health policies includes the intervention from the Stakeholders, Regulation and Certifying Agencies that are supposed to be seen as the determinants of the implementation of the health policies.

The stakeholders are seen as the most influential groups /individuals that tend to destruct the implementation process of the health policy; a stakeholder is an individual that has some interest in the specific field which in this case is the health sector. This may include the medical health practitioners, drug manufactures and / suppliers, politicians amongst other individuals or societies with the influence in the health sectors.

These differences that may immerge as a result of the stakeholders’ differences will result to the slow paced implementation of the health policies in a society. This is because of the personal interests and losses that they are trying to defend as a way of ensuring that the intended health policy doesn’t pass to benefit the society (WHO, 2011). An example of the ways the stakeholders affected the implementation of the health policy in America is when the republicans were against Obama’s health care reforms as they argued that the reforms were aimed at benefiting the poor in the society. They termed it as a political strategy that is used by president Obama to win over the votes of the poor America which is a large section of the society. Yet president Obama move was to provide equal and subsidized health care to Americans.

Lobbyists also play a very critical role that externally affects the implementation of the process making of the health policy (Kusuma, et al. 2008). This is when the lobbyists collaborate with the stakeholders in the health sectors and in that process they will be in a position of urging the legislature to support or even reject the recommended changes aimed at improving the health care in a given society. In this case the lobbyists will discuss with stakeholders in order to come up with a strategy conduct aimed at frustrating the efforts of coming up with the health policy; they might include insurance firms, pharmaceutical companies and medical unions amongst other stakeholders that are against the effects that they will encounter incase of the implementation of the new health policy.

The other external factor that will affect the implementation and process of making the health policy will be the set regulations; these includes the regulations from the insurance firms and the regional/ national regulations that define the ways in which any given policy is passed on to become a law (Boufford & Lee, 2001). These factors of regulations makes it difficult for the legislatures to pass any given bill and thus make the policy become law; this is especially when the insurance firms have strict rules and regulations that will be aimed at issuing an individual with the insurance incase of any pressing issue. In this case the process of law making will encounter some setbacks; this is because the regulations that have been set in the region won’t be able to be supported or even support the health policy that is intended to be introduced in the region thus becoming one aspect that affects the implementation of the new health bill.

The financial capability of the society is also another determining factor that affects the process of making and implementing the health policy; this is experienced and explained as a result of observing the financial capability of the people in the region. In this case the policymakers will have to make a clear evaluation of the people that are living in the region where they are living in and from the observation of the financial capacity of the society they will be in a point of knowing what they are supposed to indulge in. From this they will definitely decide on whether to implement health policy in the region or even stop their intended plan.
